MARADMIN 348/21 Reinforcing Guidance For Marines Regarding Transportation, Pets, Housing, And Quarantine -Level Restriction Of Movement Associated With Permanent Change Of Station Moves To Japan

Major points include the following: 

A Special Issuance Passport (SIP) is required for all Department of Defense (DoD) civilians and Status of Forces Agreement (SOFA) status dependents.  This is also referred as the no-fee passport.  If unable to obtain the SIP before travel, a memorandum from a DoD Passport Agent is needed to show the SIP application was submitted.  Personnel must apply for the SIP before departing from the United States.

When using a tourist passport for permanent change of station (PCS) travel to Japan, patrons must present the memorandum before boarding a flight.  The memorandum with tourist passport without the SIP will be valid until 30 September 2021.  Thereafter, the SIP is required when executing PCS travel to Japan.

When planning to PCS with pets, sponsors must be notified immediately to assist with accommodations.  The requirement to transport pets must be provided to the Service Member’s local PTO as soon as possible due to limited space.  Prices and availability will vary depending on the size, breed, and weight of pets.  When pets do not meet the weight requirement, shipping pets via commercial cargo is a personal option to consider but will not be reimbursed.  The cost to transport pets through a third party can range from $2,000 to $7,000 per pet. 

Interest free loans up to $5,500 are now available through the Navy-Marine Corps Relief Society to assist with pet travel for up to two pets when associated with PCS orders both to and from outside the continental United States duty stations.  Please visit for assistance.      

Upon arrival, all accompanied/unaccompanied personnel have a mandatory 14-day ROM. Fully vaccinated personnel will not be permitted off base, but can utilize any on-base facilities. Unvaccinated personnel will be restricted to the ROM facility and will not have access to on- or off-base activities. 

All personnel are required to get a COVID-19 test before exiting ROM.
